HRSA’s Proposed 340B Rebate Model Could Harm CHCs Nationwide
Beginning January 1, 2026, HRSA plans to launch a 340B Rebate Model Pilot that would fundamentally change how Community Health Centers (CHCs) access 340B savings.
Under the proposed model, CHCs would:
- No longer receive upfront 340B drug discounts
- Be required to pay full wholesale drug prices
- Submit extensive claims data and wait for delayed rebates
For CHCs like PHS, this would:
- Jeopardize access to life-saving medications
- Hit rural and high-need communities the hardest
- Increase administrative burden
The 340B program works because savings are immediate, allowing us to reinvest quickly in patient care. Moving to a rebate model disrupts that and puts vulnerable patients at risk.
We are incredibly grateful for support of HB 276 & SB 198. Today, we’re asking for one additional action to protect the future of 340B.
